| Urban Energy Management
Urban energy management is the process of meeting the environmental needs of our local communities while encouraging current and future actions that aim for environmental sustainability. This requires the engagement of a wide range of stakeholders including residents, local businesses, government organisations and agencies and community organisations in the locality. Local Councils play a key role in this process as leaders and promoters of Urban Energy Sustainability in their locality. We study the energy requirements of municipal infrastructure and identify opportunities to reduce the energy usage and hence the running costs and carbon footprint of the locality. This includes energy auditing of municipal street lighting, public gardens and recreational areas. We propose alternative solutions that, through efficient energy use, the municipal services can be provided at a lower energy consumption without effecting the quality of life of residents in any way. We also indicate the feasibility and anticipated payback for each proposal to enable proper and justified evaluation. | ![]() |

This involves detailed energy auditing of public buildings in the locality, such as, but not limited to, local council offices and day care centres. Central government properties, such as public schools, and properties belonging to community organisations can also be included in the auditing scheme. We audit current and historical energy utilisation for each building and study the consumption patterns in order to identify possible solutions, both technical and behavioural, for reducing energy consumption. We propose long term upgrades to the existing buildings and their facilities that may reduce their running cost. | ![]() |

By working in conjunction with the design architects, we evaluate building plans for compliance with the National Minimum Requirements for Energy Performance of Buildings in relation to the resistance to the passage of heat, conservation of rain water and the use of artificial lighting. This ensures that following construction or major refurbishment, the carbon footprint necessary to operate the building shall be kept at bay. In the end, this means that the development would achieve a state of the art status in terms of its energy sustainability and any funds saved from the lower running costs can be re-invested in other projects for the benefit of the community. | ![]() |

Several localities have already adhered to the Covenant of Mayors, committing themselves to go beyond the objectives of EU energy policy. For participating localities, we can develop a Sustainable Energy Action Plan (SEAP) as committed in the Covenant of Mayors. We outline relevant proposals to reduce or offset CO2 emissions in the locality by at least 20% by 2020 and prepare a baseline emission inventory as a basis for the Sustainable Energy Action Plan. We identify methods to mobilise the community to participate in the action plan outlining the policies and measures needed to implement and achieve the objectives of the plan together with intelligent energy behaviour by citizens, consumers and businesses. Econing has already taken a leading edge in helping Local Councils prepare their Sustainable Energy Action Plans. In fact, it has already submitted nine plans and is in the process of preparing SEAPs for another three Local Councils. | ![]() |
