Building Minimum Requirements (Technical Guide F)
Compliance Assessment and Certification

Since January 2007, the Minimum Requirements on the Energy Performance of Buildings Regulations require that all new building applications and major building renovations be verified for compliance. These minimum requirements on the energy performance of buildings are compiled in a Technical Guidance document issued by the Buildings Regulations Office, better known as Document F.

These requirements are in accordance with the European Commission's Energy Performance of Buildings Directive (Directive 2002/91/EC) which is now enforced in Malta by the Energy Performance of Buildings Regulations, 2008 (LN 261/2008).

Econing can assess your building plans and evaluate compliance with the various requirements of the Technical Guidance, namely:

  • Assessment of Solar Overheatings
  • Control of Heating and Cooling Systems

Such compliance certificate may be requested by the Malta Environment and Planning Authority (MEPA).
